What changes are proposed with the Revised Concept Plan?

    There are six changes proposed in the Revised Concept Plan for Crescent Head Holiday Park:

    1. removal of the annual licence recommendations from the plan, which have been completed; 
    2. the inclusion of the maintenance shed in area 1;
    3. retention of two/three cabins within area 4 and installation of five safari tents (previously noted as up to ten tents);
    4. Additional accessibility cabin added into area 5;
    5. new cabins proposed in Area 8, replacing camping areas and ensuite facilities identified in the former plan; and
    6. the Kiosk and manager’s residence proposed as a two-storey development to utilise available space and provide improved visitor experience, with the height set below the double-storey tennis court clubhouse.

    Why do we need a new Concept Plan?

    Since adoption in 2021, Council has been working to implement the Macleay Valley Coast Holiday Park Concept Plans.  The detailed design process and business case development in Crescent Head Holiday Park has provided a clearer picture on what is viable at the park.  In some cases, this has resulted in minor changes to the Concept Plan.  For example, Council has preferred to install five safari tents in the available space and will retain three existing cabins sites in the southern end of area 4.  

    We have also undertaken to improve our communication on the Crescent Head Holiday Park developments: an important outcome from the Crescent Head Shed engagement.  These plans provide significantly more detail on the proposed designs, giving residents clear picture of the proposed development, including the perspective street views from key areas.  

    The plan also takes on feedback from our recent engagement, noting the importance of the views of the creek from Reserve Road and visual amenity of the park, while trying to maximise revenue to improve our financial sustainability.  The proposal to add cabins to the south-western corner of the park will increase the yield obtained on these sites, providing greater revenue to Council. 

     

    What is happening with the camping sites?

    Area 8 of the Revised Concept Plan replaces a total of 12 camping sites in the park, leaving around 130 camping sites within the park.  

    Additional cabins in the Revised Concept Plan will generate significant additional revenue to provide improved facilities for residents and visitors.

    There continues to be strong ongoing demand for cabins at Crescent Head. Crescent Head Holiday Park reports one of the highest occupancy rates across all APTM-managed holiday parks, with the average occupancy of all cabins in 2022-23 at 89.5%, or 327 nights per cabin, with one-bedroom cabins reaching 93% (or 339 nights / per cabin). 

     

    What is the demand for cabins?

    There is strong ongoing demand for cabins at Crescent Head Holiday Park. The average occupancy of one-bedroom cabins reached 93% in 2022-23, some of the highest occupancy rates recorded across all APTM managed parks.  With this level of occupancy, supplying additional cabins at the park, particularly studio or one-bedroom cabins, will help to meet demand and maximise returns.

    Does the Revised Concept Plan change or limit public access to the headland or creek?

    There are no changes proposed to restrict public access.  The revised concept plan retains the pedestrian access along Killick Creek footpath and through the Holiday Park from Reserve Road to Killick Creek as well as pedestrian and road access via Reserve Road, through the roundabout to the headland car park and boat ramp (refer below). 

    Please note however, in the event of increased security incidents at the park, Council may consider closing the pedestrian access footpath through park between Reserve Road and Killick Creek at night (only).  Access would remain throughout the day.  Note also, this would not impact the pedestrian or vehicular access along Reserve Road, nor along the Killick Creek footpath.
