Why has Kempsey Shire Council commissioned a Noise Management Plan (NMP) and Fly Neighbourly Advice (FNA)?

    Council endorsed a project to develop a Noise Management Plan (NMP) and a Fly Neighbourly Agreement (FNA) to address community concerns relating to increased aircraft noise associated with the use of Kempsey Airport.


    How long will the NMP and FNA be on publication exhibition?

    The documents will be on public exhibition for a period of over 12 weeks, until Wednesday 1 May2019.

    Will there be a community information session on the NMP/FNA before the closing of public exhibition period?

    Yes.  A community information session will be held  towards the end of March and Council staff and the consultant engaged to develop the NMP, The Airport Group, will be available to answer questions.  The exact dates of the session are currently being confirmed and these will be publicised closer to the date.

    What role did the Kempsey Airport Reference Group (KARG) play in the development of the NMP / FNA?

    The KARG was formed by Council in February 2018 after an open expression of interest process.  KARG includes four community representatives, as well as senior Council staff.  KARG have been involved in all steps of the development of the NMP / FNA including development of the consultancy expression of interest brief, evaluation and selection of the consultant to develop the NMP / FNA, review of the consultancy deliverables (milestone reports, drafts and final draft NMP and FNA) and review of the Council report seeking endorsement of the draft documents for the purposes of formal public exhibition.  KARG will also be involved in the review of all submissions received from the public exhibition process as well as reviewing the draft Council report for adoption, or otherwise, of the final NMP and FNA.

    How do I formally provide Council with my feedback on the draft NMP / FNA?

    Submissions on the draft documents must be made in writing either by;

    • or via email ksc@kempsey.nsw.gov.au

    What happens after the submissions close on the public exhibition?

    All submissions will be reviewed and evaluated with, KARG, The Airport Group and senior staff involved in that process. A report will be prepared for Council containing this community feedback, the final proposed documents and recommendations on formal adoption or otherwise of the final NMP and FNA. At this stage it is anticipated that report will go to the June 2019 meeting of Council.
