Council Managed Crown Land - Draft Plan of Management

A plan of management is a legal document that defines how Council intends to manage community land in the long term, including directions for usage, planning, resource management and maintenance of that land.

Under the Local Government Act, Council has published plans of management for Council-owned community land. This Council Managed Crown Land – Draft Plan of Management applies to all Council managed Crown land that has been categorised as “Community” land within the Kempsey Shire.

Recent changes to the Crown Land management legislation requires that Councils are to manage crown land as if it were Council-owned land. This means that the Council-managed Crown land reserves classified as "Community" land require a plan of management to guide future use and management of the land and are being classified and categorised for the first time.

This document covers 67 reserves as they are today and establishes direction for future management and use of these important resources to meet the diverse needs of the community. This Draft Plan of Management also authorises Council to renew and enter into future leases and licences over the subject lands where certain conditions can be met.

It is important to note the purpose here is to capture the current and anticipated future use of each reserve based on existing adopted and identified projects and is not a process of undertaking new master plans or changing how areas are proposed to be used. Existing master plans and plans for future development or improvement to the reserves are captured in broad terms to provide for longer-term implementation of known priorities.

Council managed crown land covers a diverse network of parks, reserves, community buildings, sports fields, cemeteries and natural areas which are significant from the local to the regional level.

Council is seeking community input on this document, Council Managed Crown Land - Draft Plan of Management from 1 November to 15 December 2023.

If you would like to make a submission please identify the name of the reserve you are commenting on. If you would like to comment on more than one reserve, please clearly state the name of the reserve and put your comments below that reserve name.

What happens next?

The submissions will help Council identify specific concerns and issues that members of the community have regarding any of the 67 reserves. All submissions will be analysed and a final Draft Plan of Management will be submitted to the NSW State Government for their consent before it goes to Council for final approval and adoption.
