Local Infrastructure Contributions Plans enable Council to recoup a portion of the costs of its investments in community infrastructure (including parks, community facilities, local roads and footpaths) for new development.

The existing Kempsey Local Infrastructure Contributions Plan 2023 applies to the entire Shire excluding South West Rocks. South West Rocks has two existing contributions plans dating from 2007and 2008.

The draft Kempsey Local Infrastructure Contributions Plan 2025 combines the framework of the 2023 contributions plan with fully revised and updated work schedules for the entire Shire (including South West Rocks).The draft contributions plan 2025 also removes inconsistencies across the Shire that existed between the current contributions plans.

The proposed Kempsey Local Infrastructure Contributions Plan 2025 will provide a single contributions plan for the entire Shire. This will assist developers who will have a single consistent contributions plan that applies Shire-wide and aid Council administratively in simplifying future reviews of the contributions plan.

Resolution

At the 16 September 2025 Ordinary Council Meeting, it was resolved:

That Council:

1. Authorises the public exhibition of the draft Kempsey Local Infrastructure Contributions Plan 2025 for a period of 28-days; and
2. Places the public exhibition of the draft Kempsey Local Infrastructure Contributions Plan on the Your Say Macleay webpage.
