What do you think of the proposals for flood management on the Lower Macleay
The Draft Lower Macleay Flood Risk Management Study and Plan has been completed and is now being placed on public exhibition.
Council considered the documents at the July meeting and agreed with the recommendation from the Flood Risk Reference Group that an ongoing flood risk management committee be formed, which meets at least once a year.
The Flood Risk Management Study and Plan identifies key actions to reduce the flood risk for the Lower Macleay floodplain, mainly planning and engineering solutions, using detailed modelling to:
- reduce the flood impacts on the community,
- understand where the evacuation constraints are, and
- create a single, unified model for the area.
The Reference Group met several times to discuss the flood study and assess available options. Their comments and recommendations were used to shape the options that were chosen.
There was also a community workshop and survey which were used gain feedback on the options.
The key proposals
A range of flood risk management measures were assessed, consisting of Flood Modification, Property Modification and Response Modification measures. These were considered for their appropriateness and potential effectiveness for managing flood risk in the Lower Macleay and for inclusion in the Floodplain Risk Management Plan.
A number of potential mitigation works options were initially identified for consideration based on review of the existing flooding behaviour and impacts, consultation with Council staff and previous consultation with the community during the Lower Macleay Flood Study (Jacobs, 2019). The initial list of options was then workshopped with the Flooding Reference Group and the community providing input and feedback, with a finalised list of 17 options selected for detailed assessment based on this consultation.
Note that the finalised list of options only nominates the options for assessment of their benefits and costs and does not guarantee that all the options will be recommended for implementation.
The options were evaluated using a multi-criteria analysis which considered in a wholistic overview the hydraulic effects, cost-benefits (including savings in property and agricultural flood damages and benefits based on improved flood access) and other aspects relating to the assessed options including effects on flood risk, environment/ecologic systems, social effects, effects on emergency management and administrative and asset management aspects. Favourable options are included in the floodplain risk management plan.
