What is a Masterplan?
A masterplan, in broad terms, is used to help consult with the community, site specific users, look at current trends and opportunities, deliver a site-specific plan for development of the sites within the current context of Council plans and strategies.
It is important for Council to have robust masterplans in place as they will play a significant role in achieving our community vision: We live in a community that provides opportunity to all, to prosper in an environment that supports well-being, connectedness and access to resources the community wants and needs.
Why is Council doing this work?
The objectives for the masterplan are to:
The Masterplan will drive the long term vision for the park and assist Council in securing grants and funding for upgrades and facilities
What will the Masterplan provide?
The Draft Masterplan outlines key changes that are proposed for the Park including
- formalising the use of the park for events, concerts and markets
- expanding capacity for senior cricket events
- upgrading the playground and including exercise equipment
- installation of a walking/ running track
- upgraded amenities and facilities building
- formalised and upgraded carparking in three locations
- enclosing the existing storm water drain which will increase the amount of usable space
- over time, moving Athletics to Kemp Street as part of the Kemp Street Sporting Complex proposal
The core purpose of this is to provide:
Community and commercial event spaces for
Sport use and events

Constraints
Opportunities
Why is Athletics being moved and to where?
One key decision made during consultation and scoping of the masterplan was to relocate athletics to Kemp Street (long term). This will provide a better outcome for Athletics (site and facility capacity and quality) and facilitate the intent to hold community events at Service Park.
Will the markets have to move to this site?
No. The plan provides for events and market spaces should organisers wish to use this space
What part of the park is included?
The focus for this masterplan is the existing sportsfield area which is currently primarily used for athletics with some junior cricket.
How much will this cost and how will we pay for it?
The approximate cost for the works is $4.5 million dollars. The works are currently unfunded.
By finalising a Masterplan for the space, Council can then proactively seek grants and funding opportunities.
When will this happen?
Once the engagement period closes, Council will consider all feedback and report back to Council on the Masterplan. Once a plan is adopted Council can then start to prioritise the works and proactively seek funding to cover costs. It is expected that this process will take a number of years to complete
